MIDC offers a variety of properties. Primarily, MIDC offers developed plots in various industrial areas. After acquiring land, MIDC creates high quality infrastructure including roads, water supply systems street lighting, and in some cases, common facilities buildings which may offered to commercial establishments to serve the needs of the industrial units.In many industrial areas, MIDC has specially earmarked commercial and residential zones in addition to the main industrial zone. Some industrial areas also have a common effluent treatment plant (CETP). These CETPs are usually created by MIDC and handed over to the local industry association to operate.Apart from developed plots, MIDC also offers built up spaces. The built up spaces are tailor made to meet needs of specifics industry sectors such as Information Technology, Textiles (Hosiery, Knitwear), Leather, etc. Such built up spaces are available in specific locations.A third category of properties offered by MIDC is the industrial sheds. These are normally targeted for the small scale sector and hence are of small sizes of about 1000 to 2000 sq.ft. These sheds are available in select locations.
In addition to the amount you pay to MIDC for acquiring the plot, you may have to pay the following: Property taxes that may be levied by the local body namely, the Municipal Corporation or the Municipal Council or the Gram Panchayat. These taxes vary depending upon the local body involved. Water Charges are payable to MIDC based on your actual metered consumption. Service charges payable to MIDC for maintenance and upkeep of the industrial infrastructure are included in the water bill. Electricity charges are payable to MSEB based on your connected load and metered energy consumption. CETP usage charges (if applicable) levied by the local industry association which runs the CETP. Please note that the above are standard charges payable by all industrial units in MIDC industrial areas. In addition, there may be some charges/levies/taxes payable by you to various agencies depending upon the business activity that you conduct.

A) Where can I can get an Application Form?

B) To whom should I submit the duly filled Form?
You may submit the application to either: Area manager – MIDC C/o office of GM, DIC in the district where you want the plot Or Regional office MIDC under whose jurisdiction the area falls. Or Head office of MIDC at Andheri, Mumbai.

C) What Documents are require to Submit with the Form ?

  3. Sketch plan of proposed construction on the plot.
  4. Demand draft towards processing fee.
  5. The demand draft should be drawn in favour of “The Regional Officer, MIDC” payable at the location of the regional office. The amount of processing fee is as follows:
    • for plots sheds & galas upto size 1000 sqm. Rs. 300
    • for plots size 1001 to 5000 sqm Rs. 550
    • for plots size 5001 to 10000 sqm Rs. 1050
    • for plots size 10001 to 20000 sqm Rs. 2050
    • for plots size 20001 to 40000 sqm Rs. 3050
    • for plots above 40000 sqm Rs. 5050

A) Who will process my application?
Generally all applications for plots less than 20000 sqm will be processed by the regional officer himself. However chemical projects or similar ones that have environmental issues may be referred by him to the head office. Further all applications for space in IT parks will be processed by the head office. All applications for plots larger than 20000 sqm will be referred to the head office. The head office will scurtinise the application and convey their decision to the concerned Regional Officer.

B) How long will it take?
In normal course, all valid applications will be considered and disposed of in 15 days of receipt at the Regional office or the Head Office as the case may be. In some cases MIDC may ask for clarifications or further information from you, in which case the time taken may be more.

A) Who will issue?
The offer letter will be issued by the concerned Area Manager based at the office of the General Manager, District Industries Centre of the concerned district, or the Regional officer of MIDC.

B) What will it contain?
The offer letter is an “in principle” communication to offer you land subject to conditions. The offer letter will call on you to pay the Earnest Money Deposit.

A) How much and by when?
The earnest money is equal to 50% of the Premium cost of the plot of the area applied for by you. This earnest money deposit is to be paid within 15 days from the date of receipt of the offer letter. It is to be paid by way of demand draft in favour of “Regional Officer, MIDC” and payable at the location of the regional office. Payment can also be made by demand draft favouring CEO, MIDC, Mumbai payable at Mumbai.

B) What if I am unable to do so within the stipulated time due to unforeseen circumstances?
In case you do not make payment of the EMD within the stipulated time, the offer will stand cancelled automatically. In such case, you can ask MIDC to revalidate the offer letter. For this you will have to pay the processing fees again. Such request may be considered by MIDC subject to availability of land. In the meanwhile, if the land rates have changed, you will have to pay at the new rates.

A) Who will issue?
The allotment letter is issued by the concerned Area Manager based at the office of the General Manager, District Industries Centre at the concerned district or the concerned Regional Officer of MIDC. This allotment letter will be issued after receiving from you the earnest money.

B) What does it mean?
The allotment letter specifies the exact plot number and its area which is being allotted to you. You will now be required to pay the balance amount.This amount is referred to as the Balance Occupancy Payment (BOP).

A) By when?
You will be required to make payment of BOP within 30 days from the date of receipt of the allotment letter. Once again, the payment is to be made by way of a demand draft in favour of “Regional Officer, MIDC” payable at the location of the regional office.

B) What if I am unable to make the payment within the stipulated period due to unforeseen circumstances?
In case you are unable to pay within the stipulated time, MIDC may extend the time limit for a further maximum period of 150 days. In such case you will be required to pay in advance the delayed payment charges @ of 17.5% p.a. on the BOP for the number of days you require extension. Effectively, you get a maximum period of 180 (30+150) days from the date of receipt of the allotment letter to pay the BOP.

How and from whom?
After executing the agreement to lease, MIDC will depute a surveyor along with you to visit the site. He will carry a copy of the site plan of your plot which has also been attached to the agreement to Lease. He will measure the dimensions of the plot in your presence and mark it. Once you are satisfied with this measurement and location, a plot handover/ takeover document will be signed between the Surveyor (on behalf of MIDC) and yourself.

More details?
After you make the payment towards BOP, MIDC will give you a draft of the Agreement of Lease. You will need to approach the Jt.Director of registrar and pay the stamp duty. The hand over a copy of the challan to the concerned Area Manager/ Regional Officer of MIDC. The Agreement will be executed between MIDC and yourself. This is 95 years principle agreement.

How much can I build?
You can construct a building having 50% built up area of the plot. For example, if the plot size is 1000 sqm, you can build a maximum of 500 sqm. You will need to observe all the Development Control Rules which may be effective at that location.You may please note that at each location an officer of MIDC is nominated as the Special Planning Authority (SPA). He will guide you for matters in this regard.

Who will approve my plan?
You need to submit a building plan with all details and documents to the concerned Deputy Engineer of MIDC. (You can obtain a checklist of all these documents from his office). He will scrutinize the plan and if found in order will submit to the concerned SPA (usually the concerned Executive Engineer) for approval. You should usually get approval within 30 days from the date of submission.

A) How much time do I have?
You will need to complete the construction of the proposed factory building and commence production within a specified time period. This time period varies depending on the class of Industrial Area (Revenue Classification) The currently the time period is as under:

  • “A” Zone : 3 Years from the date of actual possession
  • “B” Zone : 3 Years from the date of actual possession
  • “C” Zone : 5 Years from the date of actual possession
  • “D” & “D+” Zone : 7 Years from the date of actual possession

B) Who will give completion certificate?
Once you complete the construction work as per the approved plan, the building completion certificate (BCC) will be given by the concerned SPA (usually the concerned Executive Engineer).
